Navy Support Agreement

Vectrus Systems Corp., Colorado Springs, Colorado, has been awarded a $46,967,693 contract for daily basic and support services for the Qatar Territorial Assistance Group and its tenant organizations at Camp as-Sayliyah, Camp as-Sayliyah – South and Falcon 78, Qatar. The work will be carried out in Qatar, with a completion date scheduled for 29 September 2017. Offers were requested on the Internet with a receipt. Operations and maintenance assets for the 2015 fiscal year, amounting to $46,967,693, were undertaken at the time of award. Army Contracting Command, Rock Island, Illinois, is the contract activity (W52P1J-15-C-0078). Skookum Educational Programs, Bremerton, Washington, received a fixed price of $9,971,669 for inspection, testing and maintenance; Require maintenance work and preventative maintenance and maintenance, restoration and modernization services to support Fort Riley. Offers were requested on the Internet with a receipt. The work will be conducted in Fort Riley, Kansas, with a completion date scheduled for June 28, 2021. Operating and maintenance funds for fiscal 2020, amounting to $3,500,000, were committed at the time of award. The U.S. Army Corps of Engineers in Huntsville, Alabama is the contract activity (W912DY-20-C-0026). Northrop Grumman Inc., Woodland Hills, California, is awarded an indefinite delivery contract and indeterminate quantity, a fixed price for the repair, overhaul and provision of replacement components for the mmS, an inertial navigation device, in support of the SubHDR (High Data Rate System Antenna) mastic subgroup.

MMS is an important part of SubHDR. The SubHDR antenna system provides high-performance communication to submarines in the high-frequency and extremely high-frequency spectrum. The system consists of both the Inboard Navy satellite terminal, as well as equipment and speedboat components (antenna). This contract combines purchases for the navy (63 per cent) and the UK government (38 per cent) under the foreign military sales programme. The work will be carried out in Salt Lake City, Utah and is expected to be completed by September 2020. Operations and Maintenance Financing (Marine) for $443,224 in fiscal 2015; and foreign military sales financing of $225,315 is mandatory at the time of award. Contract funds of 443,224 $US mature at the end of the current fiscal year. This contract was not obtained competitively under federal acquisition regulation 6.302-1 – only a responsible source and no other supplier or service will meet agency requirements.

The Naval Undersea Warfare Center Division, Newport, Newport, Rhode Island, is the contract business (N66604-15-D-1504). Techwerks LLC, Arlington Heights, Illinois, received an amendment of $8,685,042 (P00024) to call on W911QY-17-C-0101 for work, other direct costs and travel to support the Walter Reed Army Institute of Research. The work will be conducted in Arlington Heights, Illinois, with a completion date scheduled for July 1, 2021. Research, development, testing and evaluation (Army) funding for fiscal year 2020, amounting to $178,340, was committed at the time of award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contract activity. Northrop Grumman Electric Systems, Woodland Hills, California, is awarded an indefinite supply and indeterminate quantity contract, a fixed price for the purchase and repair of INERTIA MESURE UNITS (IMU), emergency components, associated specialized control devices, assistance, spare parts and testing, demolition and evaluation; and the repair of IMUs, which are part of the Multi-Spectral Targeting System (MTS) to support various naval, military and air programs.
